Mike Buss MEng (Hons) MSc CEng MICE MCIOB PCQI

Competency Working Group Chair

A chartered civil engineer and construction manager, Mike progressed from graduate engineer to project managing whole buildings and has worked in numerous sectors including residential, retail, health, commercial, defence and rail. Mike also has design experience having worked within the heavy civils department of a design consultant.
Mike first moved into quality management as a compliance manger of a PFI project. Subsequent roles included leading quality for the aviation sector of a major contractor and a £500m flagship residential development. Mike’s current role is Head of Quality for Taylor Woodrow. Mike has an MSc in Strategic Quality Management from the University of Portsmouth.

Competency Working Group Secretary

Keith Hamlyn is Chairman of Circle Green Energy Management Systems Ltd and has been a quality manager since 1983.  Recently retired from Bechtel, he worked on the HS1 and Hinkley Point projects, station refurbishment on the Tube, and with Gatwick Airport.

Prior to joining Bechtel, he worked in the defence industry, electronic manufacturing, audit training and air traffic control. He taught Physics and served time in the military.

Keith is a Fellow of the CQI and a certified 6σ Green Belt.  He enjoys working with Raynet and walking in the Chilterns.

Gavin Avery MEng (Hons) CMIOSH CQP MCQI MIIRSM SpDipEM

A chartered quality and safety & health professional Gavin initially worked as a project engineer on missile rail-launch systems for the Royal Navy’s Sea Harrier programme. Subsequently he worked on site-based electro-mechanical and civils operations for UK railway signalling projects with GEC ALSTHOM; first becoming involved in quality in 1995 through implementing management systems within the rail sector.

Since 2006 he has been a Regional Quality Manager for BAM Nuttall being involved in many projects throughout the UK from marine works, highways and flood prevention to waste treatment and nuclear defence. He provides system, process and technical assistance to their regional divisions and actively supports the ongoing developments in information management processes associated with digital construction.

Gavin joined the CQI in 2005 and is also a member of the Process and Technology panel with CIRIA.

Helen Ball CQP, MCQI, Tech-IOSH, DIP-EM

With over 30 years’ experience in construction quality, Helen has worked at corporate level for some of the largest construction organisations in the industry: Balfour Kilpatrick, J Murphy & Sons, Laing O’Rourke and more recently has joined Balfour Beatty.

Whilst working for these organisations Helen was engaged on some prestigious projects, including Channel Tunnel Rail Link (HS1), Olympic Park, and Crossrail, managing and ensuring project compliance and a timely handover.

From 1989 until 2007, Helen’s role was predominately quality management, however, Helen is a strong advocate for Total Quality Management and progressed her career to include Health & Safety and Environmental.  She has implemented self-certifying integrated management systems within these organisations and on projects, enabling them to work as a single unit with unified HSEQ objectives, which benefit the organisation and their clients.

Helen has had a long-standing relationship with the CQI since early 1990’s and has been an active member of CQI ConSIG since its inception.

Kevin Rogers CQP MCQI, FInstLM, PIEMA, Cert.Mgmt.(Open).

Kevin is Business Management System (BMS) Manager in the Transportation Unit of Mott MacDonald, the design, engineering and management consultancy.  A position he has held since 2007.  He manages a team of Auditors monitoring compliance with the Group’s BMS.  The role covers certifications to 5 disciplines: Quality, Environmental, Health & Safety, Information Security and Anti-Bribery.

Kevin has acted as Quality Manager for the design phase of 3 major infrastructure projects.  He is a Chartered Quality Professional with the CQI and an IRCA Registered QMS 9000:2015 Lead Auditor.  Regarding business improvement, he has a Diploma in Business Excellence from Newcastle College which was founded on the EFQM Excellence Model.
